The biennial Trade and Sustainable Development Symposium, organised by the International Centre for Trade and Sustainable Development (ICTSD) and held alongside the WTO ministerial conference for over a decade, is the leading multi-stakeholder platform for intellectual enquiry and dialogue on sustainable development and the global trade and investment system. It acts as an inclusive platform outside of the WTO negotiating setting for sharing ideas, engaging in dialogue, and influencing trade policy negotiations. Drawing in participants from government, business and civil society, the Symposium helps to maintain and elaborate a global vision of sustainable development in trade and investment policymaking.

Gary Horlick is an international trade attorney based in Washington, D.C. He is listed by Euromoney/Institutional Investor and Who’s Who Legal as one of the world’s highest-ranked international trade lawyers, and is ranked in the top tier by Chambers.

Horlick is former international trade counsel with the U.S. Senate Finance Committee, and also served at head of Import Administration at the Department of Commerce, where he was responsible for all U.S. anti-dumping and countervailing duty cases, Foreign Trade Zones, Special Import Progress, and the negotiation of the U.S.-EU steel agreement.

Also, Horlick has served as chairman of WTO and Mercosur panels, and has litigated cases in U.S. courts, GATT and WTO tribunals, NAFTA tribunals, and anti-dumping/countervailing duty/safeguard cases in more than 20 countries.

During his career, Horlick has represented U.S. and international businesses, as well as trade associations and governments. Horlick teaches international trade law at Yale, Georgetown and Barcelona universities. He is a graduate of Dartmouth College, Cambridge University, and Yale Law School.
